Member of Congress’ Washington and district offices staff retreat

The Situation

I was asked to step in on short notice to design and facilitate a session of the office's one-day staff retreat. The brief description to work with I was given was two sentences:

"A hands-on activity where staff members from different offices can develop legislation, a project, and or build an event. This is an interactive session that aims to give each staff member an opportunity to understand how office initiatives are built from idea to action."

That was all of it. The retreat was four days out.

What I did

  • Turned the brief into an actual session — what staff would produce, in what groups, in what order, and what they'd walk out holding.

  • Built a worksheet that moved a group from raw idea to a presentable initiative across the three tracks the brief named: legislation, projects, and events.

  • Designed a Powerpoint deck to introduce concepts and help spark conversation, so nobody had to hold the structure in their head.

  • Used AI to compress the entire iteration and content development cycle, which is what made a four-day turnaround possible.

  • Facilitated the session, with staff presenting their own work and ideating together on new ideas for events and district outreach.

The Result

About 15 staff from both offices spent the session building real initiatives instead of listening to someone describe how initiatives get built. They left with a shared vocabulary for how an idea becomes an office priority, regardless of if they sit in the D.C. or district offices, and a worksheet they could use again.

Worth highlighting the timeframe because it generalizes that an underspecified brief and a short runway is the normal condition for this kind of work, not an unusual one. The job is to make the decisions and fill in the critical details the brief didn't.
